Ross Slutsky is the Founder and President of Perihelion Strategies, Ltd., a regulatory strategy and intelligence consultancy. He brings more than a decade of experience across the tech, media, and telecom sector, spanning big law, government, and in-house. He has worked on everything from submarine cables at the bottom of the ocean to geostationary satellites 22,300 miles above Earth's surface, and nearly everything in between.
In private practice at two of DC's leading communications law firms, Morgan Lewis and Kelley Drye, he guided technology companies, satellite operators, and institutional investors through high-stakes FCC proceedings, spectrum auctions, and transactions in both advisory and advocacy capacities, shaping decisions made by senior corporate and federal decision-makers.
In government, at the Federal Communications Commission, he worked across a wide array of FCC dockets: rule waivers for innovative frontier space companies; national security; cybersecurity; AI regulation; and satellite matters, while serving as staff lead on special projects in spectrum policy, responding to Congressional and White House inquiries, assessing legislative proposals, and building relationships throughout the agency.
In-house at Viasat, a major satellite operator, he represented the company in regulatory matters before the FCC; delivered political and regulatory intelligence and recommendations to business leaders, product managers, engineers, and outside consultants; and represented the company in industry coalitions and trade associations.
Ross holds a J.D., cum laude, from the University of Pennsylvania Law School, where he was a Summer Fellow at the Center for Technology, Innovation and Competition and a B.A., summa cum laude, from Emory University, where he was an early inductee into Phi Beta Kappa. He is based in Washington, DC. He also separately offers legal services through The Law Office of Ross G. Slutsky.
Before graduating from law school, he cut his teeth in tech journalism, nonprofit public-interest advocacy, sovereign risk analysis, and public relations—an early tour of the different rooms where policy gets made, covered, and contested.
